A twisted street name

Some years ago, I spent 3 months traveling around in Asia. One day, me and my friend Kim was walking the streets of Bangkok. This is where we came by this sign, which I guess, is a street name.
This is one hell of a long streetname! Who comes up with a name like this? Does it actually mean something? What I am really curious about is how anyone is able to pronounce this?
